This is simply too good to pass up, although it?s been doing the rounds online. As the seasons change on Saturn the north polar region is now getting its share of faint solar illumination. Cassini recently (very recently, as in Nov 27th) took this amazing image of the swirling atmospheric circulation at the northern pole of the gas giant planet. This is the raw data, and for some sense of scale ? this is the view from 225,000 miles away. Although not explicitly stated on the Cassini pages I suspect these images were made using one of the infrared filters.

Mexican financial group Grupo Financiero Banorte has reached an agreement with BBVA (NYSE: BBVA) to buy the Spanish bank's local private pension fund Afore Bancomer for US$1.6bn in a deal that will create the largest retirement savings manager in Mexico.

The acquisition will be made through Afore XXI Banorte, the pension fund jointly owned by the group's banking unit Banorte and Mexican social security agency IMSS, which will each pay 50% of the price, Grupo Financiero Banorte said in a press release.

The final price for the acquisition will be determined based on Afore Bancomer's excess capital at the time of closing.

According to BBVA's press release, such adjustment could reach an additional US$130mn.

The operations of Afore Bancomer and Afore XXI Banorte - the country's second and fourth largest Afores in terms of assets under management, respectively - will be integrated when the transaction is finalized.

Combined assets under management will amount to 516bn pesos - US$39.5bn, or a 28% market share according to the latest figures from local pension regulator Consar - and accounts will total 11.8mn.

Grupo Financiero Banorte said it has enough resources to fund its share of the deal, using its capital and "through other liquidity sources," which JP Morgan interprets as meaning that common equity will not be used to directly fund the acquisition.

The purchase is subject to the approval by the corresponding authorities, including Consar and Mexico's antitrust body Cofeco.

The deal is expected to close in 1Q13 and will represent a net gain of 800mn euros (US$1.03bn), BBVA said.

BBVA announced in May that it was looking to sell its pension units in Colombia, Peru, Chile and Mexico in an effort to strengthen its core banking business.

According to press reports, Chilean pension fund manager AFP Habitat has partnered with a foreign company in its bid for BBVA's pension assets in Colombia and Peru, while MetLife (NYSE: MET) is close to inking a deal to buy Chile's largest pension fund manager AFP Provida (NYSE: PVD).

BBVA reportedly hopes to net US$5bn from the combined sales.

THE ANALYSTS' TAKE

Afore Bancomer posted net income of 1.23bn pesos in January-September and had 277bn pesos in assets under management as of end-October.

As such, Deutsche Bank estimates Banorte is paying 12.7-13.7x 2012 annualized earnings and 7.5-8.1% of assets under management.

However, the Mexican company paid US$200mn for a 50% stake in Afore XXI last year, which posted net income of 581mn pesos in 2011 and had assets under management of 108bn pesos at the time.

"Therefore, we estimate that Banorte paid 9.6x 2011 earnings and 5.1% assets under management, both discounts to the multiples that Banorte is paying for Afore Bancomer today," Deutsche Bank said in a research note.

In turn, JP Morgan said the price paid seems reasonable, but that it would like more details about whether the transaction has any negative impact on Banorte's capital position, the funding structure and the expected size and nature of synergies.

Barnes & Noble reports Q2 2013 earnings digital content sales up 38%, Nook unit rakes $160 million

Barnes & Noble's Nook unit didn't have its greatest quarter. The $160 million in revenue the new Microsoft-backed spin off raked in was slightly better than last year's $152 million, but still a significant drop from $220 million. In a sign of the growing ubiquity of e-readers however, digital content sales were up 38 percent while the units overall revenue was up just 6 percent. Of course the Nook is still losing money, having cut $51 million from the company's bottom line. If you step outside of the digital realm things are looking slightly better for the book purveyor, as profits were up to $65 million -- a 15.6 percent increase over the same time period last year. As we enter the holiday season things should start to look up for B&N and there were good signs during the four day shop-stravaganza from Black Friday to Cyber Monday as sales of Nook hardware doubled from last year. Adobe enables citizen services in 18,000 villages across India's Gujarat

Over 18,000 Gram Panchayats or villages across India's Gujarat have installed Adobe Acrobat for the electronic issue of vital citizen certificates and other official documents under the E-Gram project.

Collaboration between Adobe and the Panchayat Rural Housing and Rural Development Department, the project aims to deliver transformational solutions to its citizens through Common Service Centers (CSCs). It offers a range of services to villages including the electronic issue of certificates of birth, death, income, caste, domicile, property, residence proof, agriculture, tax collection, marriage, family information and land ownership.

At the grassroots level, the process has removed the waiting period for various certificates, documents and application forms to be issued from a few days or weeks to just a matter of few minutes.

It has also proved to be effective in the quick resolution of grievances that previously took a long time to resolve, by providing immediate access to necessary documents and information. In the future, this initiative will be expanded to also provide commercial services to the state?s rural communities.

Adobe provided training (live sessions and video-on-demand) for most of the Village Computer Entrepreneurs to transition from the old, paper-based system to the digital era ushered in by the project.

The government said through the project, it hopes bridge the digital divide between urban and rural Gujarat by providing citizens access to digital information for all government documentation.

?We wanted to take governance to every level across the state. It was our aim through the E-Gram initiative to provide all the basic amenities that are available in big cities to villages across the state so that citizens do not feel the need to migrate to urban centers. Before, citizens had to travel to the district Taluka for these requirements. Today, citizens across these 18,000 villages can access these services at their gram panchayat. Life has become much simpler for them," said A. K. Rakesh, development commissioner, Government of Gujarat.

Satish Patel, a VCE from Sardhav village, said it would normally take three days to process a document but today, people can immediately process the document. This saves both time and money for us as citizens.

In the wake of Hurricane Sandy, the agency plans to hold hearings around the country to examine ways the nation?s communications infrastructure can be hardened against natural disasters.

The Federal Communications Commission?will hold field hearings next year to?examine the impact of Hurricane Sandy and other natural disasters on communications networks and ways to improve their resiliency, the agency announced last week.

No dates have yet been set for the hearings. However, the first of the planned series will be held in New York, the FCC said. Others will be held in areas affected by other natural disasters. The hearings will focus on the challenges faced by communications service provides, government officials, emergency personnel and consumers.

?This unprecedented storm has revealed new challenges that will?require a national dialogue around ideas and actions to ensure the resilience of communications?
networks,? said FCC chairman Julius Genachowski in a Web announcement of the hearings. Genachowski called on ?all stakeholders to engage constructively in the period ahead.?

According to the announcement, the hearings will seek answers to a series of questions, including:

  • To what extent did service providers take advantage of this advance notice to stage?communications assets such as portable cell sites to reduce the effects of the storm?
  • To what extent did service providers notify consumers of their communications options in?advance of the storm?
  • What level of service is needed and expected during emergencies and for what modes of?communications?
  • When commercial power is unavailable, how long should back-up power sources be expected to?last?
  • What capabilities do communications providers offer their customers to alleviate disruptions to?communications services during an emergency, or to help maintain back-up power supplies for?Internet and cable access? For example, what kinds of solutions are made available to customers?to help them charge devices like cell phones?
  • How can the restoration of communications services proceed faster or services remain operational?longer? For example, how would changes in availability and prioritization of fuel or other power?sources such as generators help, and how could these changes be brought about?

Retinal implant could let visually impaired 'see' Braille

An "artificial eye" is still a long ways off, but researchers have made the low-resolution devices now available useful in a new way.?Instead of trying to replace vision entirely, they only "translate" text, presenting it to the user in a more familiar format: Braille.

Today's retinal implants are promising and allow people suffering from certain kinds of visual disability to see very rough shapes and contrasts. But with a resolution of only a few hundred total pixels, they are unable to display the world in anything but the lowest fidelity.

But replicating vision isn't just about the view. Sighted people take the ability to read things like?street signs and menus for granted, but not only is this difficult or impossible for most visually-impaired?people, there are relatively few accommodations available, as there are for things like crossing the street or using an ATM.

With this in mind, the team at Second Sight decided to modify?an Argus II retinal implant system, in which visual signals are presented to the retina in the form of electrical signals. They hooked the built-in camera up to software that translates text it sees into Braille, and then sent that signal on to be displayed by the implanted electrode arrays.

Low resolution isn't a problem for Braille, since letters are represented as dots in a three-by-two grid rather than using the lines and curves of standard glyphography. In testing, they would show up to four letters at a time ? not efficient for reading longer sentences, but?enough to quickly differentiate between "left" and "right," "open" and "closed," or "men" and "women."

Their test subject?had limited success with the system: Already a user of Braille and the Argus II implant, he was able to identify letters correctly 89 percent of the time. But as the length of the word grew, success rate fell.

Still, any improvement over the previous system, in which the highly pixelated image could barely show letters or words at all, would surely be welcome to users of the implant. While for reading books and articles, Braille is much faster, that option doesn't exist for many signs and other pieces of writing.

At the moment, retinal implants are still something of a rarity; while hundreds of thousands could potentially benefit from the technology, they are still in a relatively early stage of development and have not yet entered widespread clinical testing. But whenever they start to be prescribed to the general population, having helpful alternative modes like this one could be very important to the people for whom they are intended.

The paper describing the research, "Reading visual braille with a retinal prosthesis," appeared recently?in "Frontiers in Neuroprosthetics." The lead author is?Thomas Lauritzen of Second Sight, in collaboration with colleagues from?Brigham Young University and two French vision research institutes.

I rarely find home education materials in big-box bookstores, so you can imagine my surprise when this book jumped off the shelf and into my hands. Michael and Mary Leppert?s comprehensive The Homeschooling Book of Lists is a resource I consult quite regularly. And here?s why: it?s jam packed with information.

More than just another guide to homeschooling, The Homeschooling Book of Lists is a compendium of homeschooling resources, publishers, suppliers, publications, websites, and other references. It?s divided into five major sections:

  • Things to Consider Before Homeschooling
  • Homeschooling Models and Methods
  • Subjects and Lesson Plans
  • Homeschooling Resources
  • Getting Your Homeschooled Student into College

Each section then branches out into a wide variety of topics to explore and consider. For example, Part 4, Homeschooling Resources, comprises 20 different lists, such as:

  • Various religious resource lists
  • Ethnic resources
  • Boxed curricula
  • Homeschooling with nonelectric games
  • Special needs resources
  • Tutors and tutoring
  • Testing and test prep
  • Charter schools and independent study programs

Of course, any print materials that list website URLs run the risk that those addresses won?t always be valid. The same holds true for this manual. However, a simple Google search enabled me to find whatever I needed, so this really isn?t an issue.

I?m always on the lookout for new and different resources to enrich my children?s education, but I don?t have a lot of time to devote to this particular activity. The Homeschooling Book of Lists?makes it easy for me. In fact, ?my own copy of this handy reference tool for busy homeschooling families boasts highlighted and dog-eared pages ? and for good reason!

Resident Evil: Revelations listed for consoles | Games industry news ...

A console port for Capcom's well received 3DS effort Resident Evil: Revelations appears to be in the works for Playstation 3 and Xbox 360.

Eurogamer reports PS3 and 360 versions of the game were recently listed on the Korean Ratings Board.

Revelations launched earlier this year on 3DS, and if the ports do come about, they?ll likely be the last of this console generation for the franchise. The next major title is likely a long while off, following last month?s release of Resident Evil 6.

Capcom has thus far declined to comment on the matter.

Drone pilots may need distractions during mind-numbing work

Distractions can be lethal while driving, but they may help when flying drones, researchers say.

Operating a drone such as the Predator may seem like playing a video game, involving a joystick to steer the unmanned aerial vehicle and firing missiles at targets seen on computer screens via a camera on the UAV. However, such adrenaline-charged moments are much rarer in real life than in video games. Drone operators, many of them seasoned fighter pilots, typically spend most of their shift just watching and waiting while automated systems keep the droid running. A shift for the operator of a Predator can involve up to 12 hours of such boredom.

"You might park a UAV over a house, waiting for someone to come in or come out, and that's where the boredom comes in," said researcher Missy Cummings, a systems engineer at MIT. "It turns out it's a much bigger problem in any system where a human is effectively baby-sitting the automation."

Such mind-numbing work can impair performance by making it difficult for an operator to leap into action when intervention is necessary. Cummings and her colleagues have been looking for ways to keep drone operators alert during tedious downtimes.

"We need to accept that we're automating the world more and more, and a side effect of this increased automation is that people are going to be bored monitoring those systems," Cummings said. "But we still need smart people to monitor those systems when they fail; we need smart people to intervene when complex systems go wrong."

The researchers have found that most pilots operating a UAV simulation are less bored and perform better when they have some distractions, such as checking their cellphones, reading a book, or getting up to snack.

"We should think about sterile environments, workplaces where we tell people they can't play 'Angry Birds' on their iPhones during really dull and boring moments. When we're enforcing sterile environments, we're almost setting people up to fail," Cummings told LiveScience.

The scientists enrolled 30 volunteers to interact with a UAV simulation in four-hour shifts. Participants each had to monitor the activity of four drones and create "search tasks," or locations UAVs had to investigate. Once a UAV identified a target, volunteers labeled it hostile or friendly based on a color-coded system. The participants ordered UAVs to fire on hostile targets, destroying them and earning points in the simulation. The volunteers were videotaped to see when they were paying attention.

The volunteer who scored the highest during the experiment also was the one who paid the most attention. "She's the person we'd like to clone for a boring, low-workload environment," Cummings said.

However, the volunteers with the next-highest scores performed nearly as well even though they were distracted 30 percent of the time.

"We get bombarded in the news with studies that distractions are bad. Certainly for real-time control tasks such as driving, we're all in agreement, distractions are bad," Cummings said. "However, one of my issues are things like the Federal Aviation Administration's recent decision to fire an air traffic controller for watching movies at 2 a.m. to stay awake while waiting for something to happen. We want to think about how to keep people who work in low-task-load environments engaged so that when something does happen, they can respond appropriately."

While their simulation required human input only 5 percent of the time, the researchers discovered that most of the volunteer operators tried to work 11 percent of the time, showing they wanted more to do to keep from getting bored. This suggests that distractions or busywork once in a while may be good for productivity, by keeping operators engaged when they might otherwise lose focus.

"We know that pilots aren't always looking out the window, and we know that people don't always pay attention in whatever they're doing," Cummings said. "The question is, can you get people to pay attention enough, at the right time, to keep the system performing at a high degree?"

Personality may be another key to concentrating on drone work. Personality surveys of the volunteers ?ranked them in five categories ? extroversion, agreeableness, conscientiousness, neuroticism and openness to experience ? and found that conscientiousness was a common trait among top performers.

Such conscientiousness may be a two-edged sword. Conscientious people may perform well in environments with relatively light workloads such as UAV operation, but they may hesitate when the time comes to fire a weapon.

"You could have a Catch-22," Cummings said. "If you're high on conscientiousness, you might be good to watch a nuclear reactor, but whether these same people would be effective in such military settings is unclear."

The researchers are continuing experiments to see what conditions might best keep boredom at bay. For instance, regular gentle reminders might help people keep alert. The scientists also are looking into the best length for shifts and the best time of day to hold them.

"We need people who can monitor these systems and intervene, but that might not be very often," Cummings said.

The research might have larger implications, such as for operating automated vehicles like the Google Driverless Car.

"People are already bored when they're driving, and they're going to be really bored when automation drives the car," Cummings said.

The scientists detailed their findings Nov. 14. Their research will appear in the journal Interacting with Computers.

Laid-off workers more likely to get cut again

For Kathy English, it was bad enough to get laid off the first time. Then, it happened again.

The two layoffs in the past?six years have set English on a veritable employment roller?coaster: Between?bouts of unemployment, she's?worked several different short-term?jobs and taken steep pay cuts. When she is working, she often worries about whether she will end up unemployed again.

??I think you have to be extremely strong-minded to endure these circumstances,? English said.

The good news for the approximately 12 million jobseekers out there is that the employment market is slowly improving.

The unemployment rate remains relatively high, however,?meaning jobs are hard to come by. That?s left many of the millions of people who were already laid off and then found a job?worried they could be unemployed?again.

Their feelings are justified: Experts say that if you are laid off once, a combination of factors makes it more likely that you will be cut again.

?Once you?ve lost one job, even when you?re re-employed, you?re kind of set up to lose (a job) again,? said Ann Huff Stevens, an economist at UC Davis who has researched the issue.

Stevens used data from the major recession in the 1980s to evaluate why people who are laid off are likely to still be earning less money than before they were laid off, even years later and after they have found other work.

A major problem she found?was that the workers who had been laid off once were more likely to have lost a job again.

Stevens said workers who lose a job will have lower tenure in their new job, making them more susceptible to layoffs. Another issue is that they tend to have been re-employed when the economy was still weak, meaning the new employer also may encounter problems and need to cut costs.

A person who is unemployed also?is likely to take the first ? or only ? job they get offered. That means they may give less thought than they normally would to whether the job is a good fit for them.

?You may get a new job, but it just may not be a good match for your skills and your personality,? she said.

Those and other factors mean that even people who do find a new job after a layoff also are likely to be earning less for years to come.

?It takes a very long time to recover your earnings level,? Stevens said.

Angela Kelley lost a job she?d held for eight years in January of 2008. It took her six months to find a new position as a purchasing agent, and she ended up taking a pay cut.

Then just six months later, in January 2009, she was laid off again.

By then, the job market seemed even tougher. She and her husband, who have a young son, ended up moving from Austin, Texas, to East Texas. He took a new teaching job and she took a position as a teachers' aide?in the school suspension room.

It was a severe pay cut, but she stayed in the job until December of 2011, when they moved back to the Austin area for her husband?s job. That left her again searching for work.

?I can?t tell you how many resumes I sent out between January and June,? she said.

Kelley finally landed another position?as a purchasing agent. She?s very happy in her new job, but she?s still making less than she was earning in 2008.

The financial hit to the family has been substantial. Kelley said they?had to sell their house at a loss and are living with relatives in Austin while they try to find a rental home that will accept their dog.

In the meantime, they?ve cut back on everything from groceries to movie nights with their son. They have little extra to save for big expenses such as their son?s college fund.

?We?re struggling to pay the bills, so we really don?t have anything to put into savings,? she said.

English is finally earning close to what she made in 2009, after her second layoff from an administrative job. But the years of unemployment have taken a toll, and she expects it to have an effect on long-term financial goals like retirement.

She also is still haunted by the fear and frustration she felt during the months in which she was looking for work or working jobs that paid very little.

At one low point, she and her boyfriend moved from Pennsylvania to Florida, where they lived in a trailer while she spent months trying to find a job. They eventually returned to Pennsylvania, where she found clerical work that paid half of what she?d been making in 2009.

?It?s extremely frightening,? said English, 44. ?Not only do you wonder where you?re going to work, but you almost get to a point where you don?t know where you?re going to live.?

Now she is happy to have her current job, as an administrative manager with an environmental cleanup company.

The job losses also have made her more?aware of any possible concerns about her employer's financial condition. She said she?s more likely to ask if she should be worried about layoffs. She also said she?s grown much more concerned with job security than with job satisfaction.

The only upside she sees is that she has become very good at putting together resumes and explaining things like unemployment gaps. She?s thought about taking on a second job as a career coach, helping people put together resumes and cover letters.

?I?m looking at, maybe I should step out of my security zone and do this,? she said.

    Birdlike dinos had tough time flying

For example, Archaeopteryx had multiple layers of long feathers, while Anchiornis had an abundance of simple feathers that overlapped like a penguin's, said study researcher Nicholas R. Longrich, a postdoctoral fellow at Yale.

    Longrich's colleague Jakob Vinther, a former Yale doctoral student, now with the University of Bristol in the United Kingdom, said the fossil analyses add to an intricate picture of how feathers and modern birds evolved.

    "We now seem to see that feathers evolved initially for insulation," Vinther explained in a statement. "More complex vaned or pinnate feathers evolved for display. These display feathers turned out to be excellent membranes that could have been utilized for aerial locomotion, which only very late in bird evolution became what we consider flapping flight."

    The research was detailed today (Nov. 21) online in the journal Current Biology.

    The figures will do even more to boost a social and mobile gambling industry that has had more than the odd shot in the arm. Mobile is currently the fastest growing vertical and some people put the estimates at what the social gambling industry could achieve as anywhere up to $100billion by 2017.

    The more people owning and using tablets will only make this market grow further with the social element that comes with tablets meaning they are ripe for even more growth. Thrown in any US online gambling regulation and those looking at the US market will get pretty bloody excited.

    When you also consider that 10 percent of all eCommerce is now being spent on mobile devices the opportunity in this area is simply too large to put a realistic number on and could still outstrip even the most optimistic of estimates.

    To help raise awareness about Oklahomans living with HIV and AIDS, The Project Red State Preview Party, hosted by AIDS Walk OKC and artist Ashley Griffith will be held on Thursday, November 29 at the A.K.A. Gallery, 3001 Paseo, in Oklahoma City. The event titled ?Putting a Face to HIV/AIDS? will take place from 6 to 9 p.m.

    The project?s goal, through the use of portrait photography and personal stories, is to provoke thought and dialogue in an effort to instill a deeper understanding of those affected by HIV/AIDS in Oklahoma.

    ?We?ve got something big in the works called Project Red State,? said AIDS Walk of Oklahoma City executive director John Greer. ?AIDS Walk OKC is partnering with local artist Ashley Griffith to put together a ?living art? exhibit that uses portrait photography and ?real life? stories to place a face and voice to HIV/AIDS in Oklahoma, a ?Red State.?

    The event will feature wine, beer and light hors d?oeuvres for a suggested $20 donation.

    ?

    Griffith, an A.K.A. Gallery member artist said, ?My goal is to photograph 1000 Oklahomans who are HIV/AIDS positive. Help me to achieve this goal by getting the word out to anyone you know who is positive. This project will only work if I have models.?

    Expected completion date of the project is December of 2013 in time for World AIDS Day, but in an effort to get more participants and raise awareness, the Red State Project is hosting the preview party at A.K.A. gallery on November. 29.

    ?We hope Oklahomans will join us in getting behind this groundbreaking project and cause,? said Greer.

    AIDS Walk OKC raises money throughout the year?that is then?disbursed through grants to organizations in the metro community that provide support, services and treatment to those affected by HIV/AIDS.

    ?We?re proud to say that over 95 percent of the money we raise goes back to the community, and none of our board members are compensated,? said Greer. ?You can learn more about AIDS Walk OKC at www.aidswalkokc.org.?

    Each Saturday at A.K.A. Gallery, Griffith invites visitors to participate in this and other ongoing SNAP-SHOT portrait projects. Those interested do not have to book a session. Participants are asked to come by the gallery between 12 and 3 p.m. on Saturdays to?get involved.

    ?I understand that many people may not or can not reveal their positive status due to work or family etc., but I wanted those people to be able to tell their story and I think that those photos of the back of someone?s head will make the piece even more powerful to the viewer,? sad Griffith.

    For the exhibit, the portraits will be placed in jewel cases forming a large rectangular grid. Speakers will be installed behind the grid to play the personal interviews of the people in the various portraits.

    Established in 2006, A.K.A. Gallery is a contemporary art gallery dedicated to the promotion of national and local artists. It?provides original fine art to established and emerging collectors and caters to special events in support of fine art organizations that foster social awareness and promote environmental issues.

    ?The issue of HIV/AIDS can still be shrouded in so much stigma and shame, especially in states like Oklahoma,? said Griffith. ?I think that a lot of Oklahomans still see HIV/AIDS as a gay man?s disease. The truth is for a while now the growing rates of infection are in young women and straight men.?
