Great questions - First let me qualify myself before answering. I am an active realtor practicing in Bend OR. I have executed approx 18+ of purchase and sale (or buy and hold) properties on behalf of clients of non judicial foreclosures at the Deschutes County steps. I'm well versed in the process from identification, lien search through Official County Records, acquisition at the steps, rekey or relocation asst if inhabited and finally successful sale or inclusion into your rental pool. There has been a shift recently due to the MERS challenges and Oregon court ruling so more homes are moving the way of Judicial Foreclosure which is handled by the sheriff's office. They handle their auctions at a different location than the County steps downtown Bend. The lien search is truly important (1st position) - plus identifying outstanding taxes, irrigation or HOA liens which can all carry with the property after foreclosure (you can sometimes eradicate HOA liens in the Association doesn't want a drag out battle). Most of the latter liens I just incorporate into the cost analysis of purchasing that property - comes with this type of biz. There are other ways I also incorporate for procuring properties that might fit your criteria and goals.
