Will change on gays allow Boy Scouts to recapture role in society?

The Boy Scouts has signaled it is about to remove a ban on gays that caused a rift within the movement. This could help improve both enrollment and fundraising.

The Boy Scouts of America (BSA) is in the process of removing its national anti-gay policy. The Texas-based youth group announced Tuesday that it will vote next week on whether to allow decisions about gay members to be made at the local level.

But, as this group that was once nearly synonymous with American youth has begun dismantling a policy that some of its own chapters have dubbed ?repugnant,? the question arises, can this century-old institution ever be as dominant as it once was in American family life?

Families simply have so many other choices, as well as demands on their time, that it?s unlikely a single group will ever have that central a role in the life of American youngsters again, says Susan Shapiro Barash, who teaches gender studies at Marymount Manhattan College.

?It certainly evokes a gentler time in our country?s history,? she says. ?The sheer fun, the boyishness of it, now is not so much front and center in our culture,? she adds, noting that parents are more deliberate in their after-school choices.??There is so much more competition to get ahead from an earlier age that being a Boy Scout now is probably not as expedient,? she says.

This is a parenting reality that April Masini, an online advice columnist based in Naples, Fla., says she regularly encounters in questions from parents about the right choices to make for their children?s activities.

?The generation of helicopter parents who usher their children through childhood like white on rice, have found myriad options of after-school activities, many of which are considered pre-college application favorites ? and yes, I'm talking about activities for kids of all ages, including pre-school,? she notes via e-mail.

Parents seek out chess and debate teams for kindergartners, as well as museum-hosted enrichment and other programs such as the Center for Talented Youth at Johns Hopkins University in Baltimore that include families and elementary school kids who are gifted, she points out, adding, ?the Boy Scouts have competition, and families have options.?

This week?s announcement about its policy on gays could be critical to the Boy Scouts halting the losses to its ranks. The BSA did not return calls for comment, but a 2010 Boston Globe article about the group?s centennial celebration noted that between 1998 and 2009, national BSA enrollment shrank from roughly 3.3 million to some 2.7 million. A 2010 Gallup poll showed that while some 45 percent of men 50 and older had been Boy Scouts, that figure shrank to 27 percent of men aged 18 to 24.

Many observers say the group?s latest move to back away from banning gays may be decisive in stopping further shrinkage. ?This is huge, real progress,? says Andrew Koppelman, a law professor at Northwestern University in Chicago and co-author of ?A Right to Discriminate? How the Case of Boy Scouts of America v. James Dale Warped the Law of Free Association.?

How did Mr. McMahon obtain the footage of Paul Heyman and The Shield?

Mr. McMahon promised evidence linking Paul Heyman to The Shield last night on Raw Roulette, and true to form, The Chairman delivered.

Moments before he was attacked by Brock Lesnar (WATCH), McMahon produced the proverbial smoking gun in the form of candid-style footage that confirmed collusion between the mad scientist and not only The Shield, but also former referee Brad Maddox. In the footage ? apparently filmed by Maddox?s trusted cameraman, Carson ?Heyman revealed, in no uncertain terms, that he ?plucked [Maddox] from obscurity? and installed him as the referee for Punk?s Hell in a Cell WWE Title Match against Ryback (which Maddox would later infamously derail by costing Ryback the match). Heyman later reveals that he?s got The Shield in his pocket as well.

Heyman said in the tape that Maddox has apparently been underperforming at his duties as a hired gun, at which point The Shield emerged from cover of darkness and administered a beatdown on the hapless referee, apparently at Heyman?s behest. The clip ended with Roman Reigns destroying the camera and, one can assume, poor Carson along with it.

Of course, McMahon later paid the price when Lesnar came to Heyman?s defense and broke The Chairman?s hip with an F-5 (INJURY UPDATE), but the footage is still about as damning as it gets for the former ECW mastermind. The only question is, where did Mr. McMahon get the footage in the first place? The WWE locker room has no shortage of prying eyes ? remember GTV? ? and The Chairman confirmed that some enterprising individual recovered the footage from the destroyed camera and put it into his hands. So who was the whistle-blower in the scoop of the decade, exactly?

Consider The Shield?s enemies to begin with. Ryback hardly seems the snooping type ? seek and destroy is more his game ? but exposing Heyman's plot would make it easier for him to decimate The Shield without Heyman to conceal their whereabouts. Same goes for previous Shield target Sheamus. Randy Orton, too, for that matter. The only Shield victim who?s displayed any investigative cunning is Santino ? remember he uncovered the Anonymous Raw General Manager last year ? but the trio has largely left him alone in recent months. Perhaps Carson was able to preserve the film he captured and delivered it to The Chairman in a deal to give Maddox his coveted WWE contract? And most importantly, does this mean that all of The Shield?s attacks were orchestrated by Heyman? Or was it just the ones that directly benefitted then?WWE Champion CM Punk?

Speculation abounds, and the WWE Universe is left scratching its head over Mr. McMahon?s latest trick. Personally, we?re as curious as everyone else. But the fact of the matter is, he is The Chairman and he has his ways. Probably best not to question them.

Cyprus reprints election ballots in Guinness flap

NICOSIA, Cyprus (AP) ? Cyprus has been forced to reprint all 575,000 ballot slips for next month's presidential election after Guinness World Records objected to a candidate's use of its logo.

Deputy Chief Returning Officer Demetris Demetriou told state-run Cyprus News Agency on Wednesday that the government will ask Andreas Efstratiou to fork out at least ?15,000 ($20,000) to cover reprinting costs.

Demetriou said Guinness had initially permitted Efstratiou to use the logo in his first presidential run in 2008. Efstratiou, who runs a bridalwear shop, earned a Guinness Book of World Records entry for creating the longest wedding gown train (1,362 meters (4,468 feet) in 2007.

But Guinness told Efstratiou to stop using the logo in 2011 and complained to Cypriot authorities when it recently found out that he had used it again.

Randy Brown is the Baltimore Ravens kicking coach, and as such, he has helped get the Ravens to the Super Bowl this year.

He is also the Mayor Evesham Township, NJ, which is in Burlington County.? Now, he is looking ahead to 2017 and considering running for Governor when Chris Christie?s term is finished.

As reported on a Wall Street Journal blog, Brown made the announcement at Super Bowl Media Day.? He is a Republican, and he figures he has some name recognition in New Jersey.

Evesham Township has a population of about 45,000.? Though Brown was initially elected as a Democrat, he only switched to that party because the Republicans in town would not back him. He has since changed back to the GOP, saying that he does not agree philosophically with the Democrats.

Brown feels that he has done at a local level what Christie has done for the state.? For one thing, he has not raised property taxes in four years.? Additionally, he has been going to Town Hall meetings calling people ?numbnuts? and ?idiots?.

If Brown did become Governor there would be some changes in the way government is run in New Jersey.? The state legislature would have huddles instead of committees.? When Brown would sign new bills into laws, Steve Sweeney would dump a bucket of Gatorade on him.? And Democrats and Republicans would be referred to ?offense? and ?defense?.? Come to think of it ? that?s already the case.

WASHINGTON (AP) ? Transportation Secretary Ray LaHood, who lifted the profile of distracted driving as a national safety concern, is stepping down, presenting President Barack Obama with another Cabinet vacancy at the start of his second term.

The former congressman from Illinois and one of only two Republicans who served in Obama's Cabinet, LaHood worked for more safety in the air and on the ground and pushed for improvements of roads and bridges. Under his watch, the department demanded tougher fuel efficiency requirements for automakers and took steps to address airline pilot fatigue.

Obama, who at one point served with LaHood in the Illinois congressional delegation, said they were "drawn together by a shared belief that those of us in public service owe an allegiance not to party or faction, but to the people we were elected to represent. And Ray has never wavered in that belief."

LaHood, 67, said in an interview with The Associated Press that he told Obama a week after the November election that he needed to move on. But he also said he was still "conflicted" by his decision because he liked working for the president and considered it the "best job I've ever had in public service."

He said he plans to remain at the department until his successor is confirmed by the Senate, which he expects in about two months. The only other Republican who was in Obama's first-term Cabinet was Defense Secretary Robert Gates, who stepped aside and was replaced by Democrat Leon Panetta earlier.

LaHood, who once considered likely to run for governor in his home state, said he would not seek public office and indicated he didn't have any specific plans.

"I have had a good run. I'm one of these people who believe that you should go out while they're applauding," he said. LaHood said he was content to watch from the sidelines as his oldest son, Darin, serves in the Illinois state senate.

His move continues an exodus that will give Obama's team a new look in his second term. Secretary of State Hillary Rodham Clinton, Panetta and Treasury Secretary Timothy Geithner are departing and in addition to LaHood, the heads of the Interior and Labor departments also have announced their resignations. Obama has nominated former Nebraska Sen. Chuck Hagel, a Republican, to serve as defense secretary to succeed Panetta.

Possible replacements for LaHood include Los Angeles Mayor Antonio Villaraigosa, who has pushed for increased rail service in Los Angeles and served as chairman of last year's Democratic National Convention, and Debbie Hersman, the chairman of the National Transportation Safety Board. The name of former Rep. Jim Oberstar of Minnesota, who led the House Transportation and Infrastructure Committee, has also been mentioned.

LaHood served seven terms in Congress representing a central Illinois district that includes his hometown of Peoria, Ill., before he was chosen by Obama for the post. He traveled widely, visiting 49 states, 210 cities and 18 countries promoting Obama's agenda. He made trips that allowed him to ride some of the world's fastest trains and inspect the latest vehicles at auto shows.

In Washington, he would occasionally don a bicycle helmet and pedal around the District to promote bike lanes.

At the start of the new administration, LaHood spearheaded efforts to stimulate the economy through transportation construction projects and promoted the administration's vision of a nation connected by high-speed trains. But the high-speed rail program, which was supposed to be one of the president's signature projects, has been on life-support since Republicans regained control of the House in the 2010 election.

The department struggled with how to pay for the repair and improvement of the nation's aging transportation network and eventually reached a compromise with Congress last year on a more limited, scaled-back 2-year plan that gives states more flexibility in how they spend federal money.

Perhaps LaHood's most passionate work involved distracted driving, which he called a "national epidemic." He launched a national media campaign to end texting and cellphone use by drivers, an awareness campaign that drew comparisons to efforts to promote seat belt use more than a generation ago. He buttonholed auto executives to help reduce driver distraction and would even yell at other drivers on occasion to put down their cellphones.

"Every time someone takes their focus off the road ? even if it's just for a moment ? they put their lives and the lives of others in danger," he said in 2010.

During his tenure he slapped Toyota Motor Co. with record fines for delaying safety recalls and failing to promptly report problems to federal regulators. And he recently ordered United Airlines to ground its Boeing 787 Dreamliner following mishaps with the aircraft's batteries.

Official: US may set up drone base in Niger

WASHINGTON (AP) ? A U.S. military official says the Pentagon is considering setting up a drone base in northwest Africa to increase intelligence collection on Islamic militants in the region.

The official says the U.S. signed an agreement Monday that would set the rules for greater American military presence in the nation of Niger, which would be the most likely location for any new drone base. The official spoke on condition of anonymity because no final decision has been made.

Americans are already in Niger, training local forces. But a greater presence and a drone operation there would position the U.S. to provide more help to French and Malian troops fighting al-Qaida-backed fighters in neighboring Mali.

I know that there's a roleplay tab with the same name that I made already, but that is closing due to the co-owner being unable to continue in it. But, I was hoping to recreate while the story was still fresh in my mind, but a bit differently. This isn't a Roleplayer's Wanted because I would be making a whole new roleplay based around the same idea and I'm looking for interest, not inviting people to join the one that's already created.

I am not really good at making interest checks, so please try to bear with me.

WhiteWash is set in the world of Evarb, a world I am still creating and would take any suggestions on, but it's going to be not totally like the 3.5 D&D world. Note, I said not totally, which means there will be sharp differences but that's kind of the groundwork I'm coming off of and the world will be built differently. But the ideas of magic, races and a medieval style of living would have a lot in common with the 3.5 D&D structure.

The story, the story would be revealed during the game, it's something that I really don't want to reveal in an interest check or roleplayers wanted that I may make later. Depending on what the other characters do, it would either be a character driven, goal based roleplay based on what the authors of the individual character, or possible a group of characters, choose for their character, or it would be an action roleplay where the group or groups of characters fight (a) villain(s). It would start with everyone's starting post and within a reasonable number they would all end up on a ship crossing an ocean to a foreign continent.

Again, I do have a main story that I plan on showing to the players, not that they necessarily HAVE to follow that story, but I don't want to reveal it right now. And besides that, I would appreciate any suggestions and notes of interest in this. As already states, this was originally a 1x1 roleplay, which I'd never tried before and was trying to get experience in, but I prefer group roleplays. Regardless, thank you for reading this and any suggestions or interest you show in this.

China is reviewing game console ban, Microsoft looking to pounce

Did you know that in China, game console sales have been banned since the year 2000? While the law has not completely stopped the selling of game consoles in the country, according to a new report, China is currently looking into the ban and may reverse the law in the near future.

The report comes from Chinadaily who states that a government is currently reviewing the ban which was put in place to protect its citizens as it thought that video game consoles could impair the development of the youth in the country.

While the Xbox has not been allowed to have gone on sale, legally, this has not stopped vendors and individual from importing the console from regions that fall outside of this law. But officially, Microsoft, Sony, or Nintendo are not selling their consoles in China.

If China does relax its stance on game consoles, this will likely have significant impact to Microsoft, Sony and Nintendo?s bottom line as one of the world?s largest economies would be open for business. Seeing that Microsoft has had a huge sales hit with its Xbox 360, we would be highly interested to see how Microsoft would fair selling its console in China.

It is worth noting that Microsoft has traditionally struggled in the Asia Pacific region, but, China is generally not a fan of Japan which is where the PS3 and Nintendo are headquartered.

You can bet that Microsoft, Nintendo, and Sony are watching this news closely because the minute that China would lift this ban, each company would need to be ready to pounce to attempt to take the largest piece of the marketshare pie.?

But in terms of crisis communications, think of what these 6 second video loops, with sound, can do for your brand in terms of communicating your message in an engaging and catchy way in a crisis.

However, it also presents a new form of an already existing risk for brand online: the risk of someone recording a form of negativity and uploading it to the Internet. With Vine, this type of situation risks going viral faster than a tweet that links to the same video on YouTube, because it?s right there in everyone?s stream, right on Twitter. Think back to the crisis FedEx experienced when one of their delivery guys was caught carelessly throwing a package over the recipient?s gate, on camera. This video has over 8 million views on YouTube and went viral almost instantly. Imagine how many more views it may have reached had it also been a 6 second looping video trending on Twitter.

Vine is definitely an app that your company or organization needs to:

  • Get familiar with
  • Include within your social media crisis communications plan
  • Understand the risk that it presents to your brand
  • Plan for that risk within your social media crisis management plan

It?s never been a secret that your social media crisis plan needs to be evaluated and updated regularly. With the launch of Vine and the potential opportunities and risks that it presents to your organization online, now is one of those times to evaluate and update your online crisis plan.

Can Brands Tell A Story In Six Seconds Or Fewer? Ritz, Dove And Trident Think So

7618546_e1adbf6aae_zWhenever a new platform launches these days, brands are instantly checking them out to see how they can “become a part of the conversation.” What that really means is how they can use a site like Twitter, or its new app Vine, to get your eyeballs, interact with you and, of course, sell you more stuff. There’s nothing wrong with that. It’s commerce at its purest. The story isn’t that brands try out new platforms. That’s boring. The interesting part is how they approach them and why. Now that consumers have the power to skip through commercials on programs that they record, creative advertisers have to start pushing the envelope on generating interesting and persuasive messages outside of the television set. I spoke with VaynerMedia?founder Gary Vaynerchuk, and his firm urges their clients to test new things out. When he says test it out, he means it: I tell our companies that there’s a 72 hour rule where you’re not even thinking about an ROI or how you can generate business. They should just try things out. Vaynerchuk’s companies are definitely giving Vine a swing, and the brands include GE, Ritz Cracker, Dove and Trident gum. The initial six-second vines include fun spins on their iconic brands, products and logos. What will it do for the company right now? Probably nothing, and that’s OK with the brands and VaynerMedia. Here’s a look at what Trident shared as its first Vine, just a few clips of people chewing the gum: While this clip might not make you want to run out and buy a pack, it does humanize the brand a little more, making it about people and not the stuff that people stick under your airplane seat. Still though, you can see how this new platform brings out a new form of creativity, making you pack as much as you can into a six-second video. There are “real” people in this clip, not the models that we’re used to seeing on TV. Another one of Vaynerchuk’s clients, Dove, did something pretty fun in its first vine. When he told me that Dove was giving the new platform a chance, I asked him how Dove could possibly make its product seem interesting, clever or funny with six seconds of video. The population of the United States living in urban areas is growing faster than the national rate. At last count, more than four in five Americans lived in a metropolitan area, an increase of over 12 percent in the last decade. Meanwhile, the proportion of Americans living in rural areas declined. If this trend continues, nearly all Americans will live in megacities in the near future.

Regardless of whether this happens, more pressure will be placed on mayors to manage their growing populations. 24/7 Wall St. has completed its second annual ranking of the 100 largest cities in the U.S., based on local economies, fiscal management and quality of life measures. To evaluate how well a city is managed over the long-term, we looked at factors like the city's credit rating, poverty, education, crime, unemployment, and regional GDP. The best-run city this year is Plano, Texas. The worst-run is San Bernardino, Calif.

Measuring the effective governance of a city and comparing it to others can be challenging. Each city has its own unique challenges and advantages. The strength of the regional economy, the level of state funding, and the presence of major corporations or industries can all impact a city?s prospects. They play a big part in a city?s employment levels, safety and fiscal stability.

All those factors, of course, are directly affected by how a city is managed. Mayors, school boards, and city councils all have a role to play in that regard. All of these groups must work with the resources available to keep budgets balanced.

The economies of the worst-run cities fall into two categories. Some were badly damaged by the housing price collapse. These include Riverside and Stockton in California and Las Vegas, Nevada. Others have had much more long-term economic troubles. These include Detroit, St. Louis and Cleveland, whose once-booming manufacturing-based economies have been decimated by jobs going overseas.

Fiscal management is another factor that had a strong impact on where cities ended up on our list. The majority of the best-run cities had their general obligation debt rated Aaa by Moody?s. None of the worst-run cities received that perfect score; some, such as Detroit and Stockton, were rated below investment grade. Stockton is notable for actually defaulting on its debt in June of last year.

Plano, based in the Dallas-Fort Worth metropolitan area, is the best-run city in America. Among households in the city, 14 percent earned over $200,000 in 2011, the fourth-highest proportion of all cities. Meanwhile, a mere 1.9 percent of households earned under $10,000, which was the second-lowest of all cities. The city?s 1.62 violent crimes per 1,000 people is the second-lowest of all large cities. Plano is home to many corporate headquarters, including J.C. Penney and Dr. Pepper Snapple Group. These companies are among the 10 largest employers in the city. The city appears to be largely unaffected by the housing crisis. The median home price rose by more than 5 percent between 2007 and 2011, while the national median price fell by more than 10 percent.

2. Madison, Wis.

The unemployment rate of 4.9 percent in 2011 was the second-lowest among all large cities in the U.S. Of the city's adult population, 54 percent have a bachelor's degree, the third-highest rate among the top 100 largest cities. In December, the Madison City Council adopted a rule banning the government from using emergency reserves to fund the operating budget unless two-thirds of members vote otherwise. With the city exercising this kind of caution, it is no surprise Moody?s analytics rates madison general obligation debt as a perfect Aaa, with a stable long-term outlook.

3. Irvine, Calif.

With almost 97 percent of residents aged 25 and over with at least a high school diploma, and with nearly 63 percent with at least a bachelor's degree, Irvine has the most educated population of all of the 100 most populous cities. The city?s high educational attainment has translated to a highly compensated population -- a whopping 18.8 percent of households earned more than $200,000 in the last year. Irvine has the lowest violent crime rate of all the 100 largest cities, with just 0.56 violent crimes per 1,000 people in 2011. Irvine?s government has received a lot of flack recently for its efforts to transform the Orange County Great Park, with critics arguing that more than $200 million worth of spending has gone to waste. The newly elected City Council has pledged more oversight on spending and has terminated contracts with two firms working on the project.

4. Lincoln, Neb.

Lincoln?s 3.9 percent unemployment rate in 2011 was the lowest of all metropolitan areas in the country. The city is home to the University of Nebraska?s flagship campus, which employs more than 8,000. Like Omaha, Lincoln has been spared from the recession more than most places. Home values rose 2.7 percent between 2007 and 2011 compared to a 10.7 percent drop nationwide. In 2011, just 0.36 percent of Lincoln?s homes were in foreclosure, the eighth-lowest rate among large cities. Like many of the other top-rated cities, Lincoln?s general obligation debt is rated as a perfect Aaa, with a stable outlook.

5. Fremont, Calif.?

Fremont was incorporated in 1956, joining five towns together as a single city. The city is near the core of Silicon Valley, while also connected to San Francisco by the Bay Area Rapid Transit system. It has one of the most educated and high-earning populations in America, with over 51 percent of residents age 25 and older holding a college degree in 2011. That year, median household income was $92,665, the highest of any large city in the U.S. The city has an exceptionally strong manufacturing base, with almost 22 percent of working adults employed in the sector. Among the companies with manufacturing operations in Fremont are tech manufacturers Western Digital and Seagate Technologies, as well as electric car builder Tesla Motors.

But the city?s filing is being challenged by its largest creditor, the California Public Employees' Retirement System, which is demanding payments.

The deal has caused significant uproar. While taxpayers pay extremely high costs to service the stadium debt, the team has traded many of its top players. In 2011, the SEC launched an investigation into the agreement.

Last year, Stockton was unable to fund its pension liabilities and make debt-service payments. As a result, it became the largest city in U.S. history to file for bankruptcy. Its unemployment rate for 2011 was above 20 percent, while more than 5 percent of homes were in foreclosure -- both among the highest rates for any large city. Just before the bankruptcy filing, Moody?s downgraded the city?s credit rating to account for the likelihood of a default. Moody?s noted, ?The Caa3 rating level assumes losses to bondholders will be greater than 20 percent. The negative outlook reflects the high likelihood that losses could exceed our estimates.? Not only have the city?s creditors been affected, but so have city employees and retirees. According to NPR, the city may cut health benefits to reduce its $417 million in unfunded liabilities.

4. Detroit, Mich.

The lack of income coming into the city?s coffers in the last few years has led to significant financial difficulty for Detroit. Moody?s currently rates city?s bonds as Caa1, which is considered junk status and the worst-rating Moody?s gave to any major city. Mayor Dave Bing signed a budget that aims to cut $250 million in the 2012-2013 fiscal year, with total spending of $1.12 billion.

5. Hialeah, Fla.?

The median household income of $27,208 in 2011 was the third-lowest of all major cities, after declining by 44 percent during the recession. Of workers residing in Hialeah, 15.5 percent worked in the generally low-paying retail trade, the highest percentage of all of the 100 largest cities. As a result of industry composition, nearly 40 percent of city residents are without health insurance, higher than any other large city in the U.S.

(AP) ? Police on Saturday arrested a man suspected of fatally shooting a police officer and critically wounding two sheriff's deputies after allegedly setting fire to a mobile home in south Louisiana, where an elderly man's body was found.

A Chitimacha tribal officer was pronounced dead at the scene of the shootings in Charenton, while two St. Mary Parish sheriff's deputies were critically wounded and taken to local hospitals, said Louisiana State Police Trooper Stephen Hammons.

Hammons said the officers were responding to a report of an armed man walking down a road near the Cypress Bayou Casino when Wilbert Thibodeaux, 48, of Charenton allegedly shot them.

"Thibodeaux fired at the Chitimacha Officer, fatally wounding him," state police said in a news release. "As two St. Mary Deputies, who were in the same car, arrived at the scene Thibodeaux fired multiple shots hitting the deputies. During the encounter, Thibodeaux was shot."

Investigators found the burned remains of a man after extinguishing a fire at a mobile home that Thibodeaux is suspected of setting before the officers confronted him, Hammons said.

Police identified the deceased man in the mobile home as Eddie Lyons, 78, of Charenton. "Detectives suspect Lyons was shot by Thibodeaux before the fire," state police said in a news release.

Thibodeaux was treated at a hospital for a gunshot wound that wasn't considered life-threatening and released, according to Hammons, who said investigators were questioning him Saturday evening. Charges against him are pending.

The state Fire Marshal's office is investigating the fire.

"Today is a difficult day for our partners in St. Mary Parish," Col. Mike Edmonson, the State Police superintendent, said in a statement. "My thoughts and prayers are with the deputies and the officer's families tonight. I know the coming days and weeks will be difficult ones for the men and women of the Chitimacha Police Department and the St. Mary Parish Sheriff's Office. We will assist their agencies in any way we can during these trying times."

The casino is run by the Chitimacha Tribe of Louisiana and is less than a quarter-mile from the scene of the shootings. Hammons said the shootings occurred near but not on tribal land.

"Everybody is just in shock. It's small-town America," said Jacqueline Junca, the tribe's secretary and treasurer.

Police didn't immediately release the names of the officers. Authorities said they will do so at a Monday news conference.

Tribe councilman Toby Darden said the slain officer was married and had two grown children, but he declined to give his name.

"He's a real great guy. Extremely dedicated to his job. Very brave," Darden said.

He was one of seven full-time officers who patrol a 260-acre reservation that has roughly 150 homes, a grocery store, a small school and government offices.

"Everybody knows the officers personally," Darden said. "It's devastating."

Junca said the tribe has around 1,200 members, roughly half of whom live on the reservation.

Access to and from the casino was restricted for roughly 90 minutes as a precautionary measure while police responded to the shooting, said casino spokeswoman Nancy Herrington. Charenton is located about 45 miles southeast of Lafayette.

"We are very much in business and have been," Herrington said later Saturday. "We have events tonight. All of those are taking place."

A spokeswoman for the sheriff's office and a tribal police dispatcher referred questions about the shootings to the State Police.

"We've got a lot of unanswered questions," State Police Capt. Doug Cain said.

One of the injured deputies was taken to a hospital in New Orleans and the other was taken to a Lafayette hospital. Both were listed in critical but stable condition Saturday evening, Hammons said.

Erratic employee veering toward violence? - Business Management ...

Sometimes, it becomes clear to a supervisor that an employee is acting strangely. The employee may be cranky, argumentative and unpleasant to co-workers and supervisors. He may register repeated complaints about discrimination or other ill treatment. And he may make threatening comments.

If that happens, play it smart. Require the employee to undergo a fitness-for-duty medical examination based on those perceived threats.

One of three things could happen. He could submit to the examination and be declared fit for duty. Or he may be deemed unfit, opening up the possibility that he will request medical leave or perhaps some form of accommodation.

But it is also possible that he won?t cooperate at all. That?s grounds for termination?as long as that is how you normally treat all employees who refuse to take a fitness exam.

Recent case: Alvin, who is black, worked as a transportation planner for Cumberland County. He filed an 80-page internal complaint alleging that he had been denied opportunities on account of his race and that he had been assigned menial tasks like fetching coffee while co-workers got choice planning assignments. He filed the same complaint with the EEOC.

Before the EEOC resolved the matter, Alvin sent another much shorter letter to his supervisor. The letter demanded immediate action on Alvin?s complaints lest a ?tidal wave? wash over the employer. Alvin added that he would ?deal? with the matter himself. The supervisor became concerned that Alvin was growing so frustrated that he might erupt in an incident of workplace violence.

The county then asked Alvin to undergo a fitness-for-duty examination; otherwise, he faced termination. He initially agreed but then abruptly canceled the scheduled exam. His supervisor warned him that he would be fired if he didn?t comply immediately. Alvin ignored the request and refused to return phone calls. That?s when the county fired him.

Alvin sued, alleging retaliation for his complaints. He argued that his second letter wasn?t threatening.

The court said that didn?t ?matter. As long as the county honestly believed his second letter was threatening, it was free to order the examination and fire him for refusing to cooperate. (Bess v. County of Cum??ber??land, No. 5:10-CV-453, ED NC, 2012)

Final note: Alvin didn?t fare any better with his underlying discrimination claims. He had alleged that he was cut out of important planning activities. However, the county said that wasn?t entirely true. Instead, it explained that Alvin?s work often had to be rewritten by co-workers and was generally not the best produced by the staff, even if he did receive satisfactory performance reviews.

The county also argued that even if Alvin?s allegations were true, that wasn?t enough to support a discrimination lawsuit. Alvin never lost pay or benefits during the period when he was allegedly pushed aside.

The court concluded that temporarily losing out on projects or being told to perform tasks deemed be??neath an employee?s position isn?t usually an adverse employment action. That?s especially true when the employee wasn?t otherwise dis?advantaged by the assignments he didn?t get. Those are merely the un??fortunate sorts of things all employees sometimes ?experience.

Community Seeking Support For Chili Family

A community is rallying behind a family devastated by fire. That fire in Chili left four people critically injured, including two children.

All four of the people injured and two other family members live in the Chili home. Joe Ogg is married to Katelyn and he's the children's father. Joe's brother, David, lives in the basement

The house on Golden Road still stands. Not destroyed but heavily damaged by smoke and water. Investigators haven't released the cause.

Joe Ogg went to work as usual early Thursday morning. A few hours later, his mother, wife and two children were pulled from the burning home.

Joe's boss at Monroe Tech, Chris Tobin, was there when he got the news.

"Seeing it online and not having a lot of information was definitely hard. Trying to find information at the time, no one really had a lot so it was definitely very stressful for him," said Chris Tobin.

Joe's brother, David, also works at Monroe Tech. Joe and Katelyn are newlyweds. They got married in April and had high hopes for a bright future with their young family.

"You're looking forward to so many things in life and your future and to have a huge situation like this happen is just extremely devastating," said Tobin.

Chris says the people at Monroe Tech are like a family. This tragedy has affected them all.

"It's not easy. As a friend, you hurt. As a father, it's rough. There's so many emotions that you go through from the very second we found out to even today. There are still a lot of questions unanswered," said Tobin.

"I really hope they can get through this. That everyone comes out of this with a great result and they really can just as a family get through it together and move on," said Tobin.

Monroe Tech is asking for you to help the Ogg family with clothes, furniture and other household items. Tobin says Joe has been at the hospital, hopeful that his family will be okay.

Today, in a confirmation hearing in which nearly every senator, Democrat and Republican, heaped glowing praise upon their colleague John Kerry (D., Mass.), who's been nominated for secretary of state, Sen. Rand Paul (R., Ky.) posed contentious questions to Kerry about the U.S.'s role on the world stage. It quickly became apparent that the two senators not only had different political opinions, but different world views. Rand seems to see the world in absolutes; Kerry maintains intervention in world affairs be judged on a case-by-case basis.

Paul, who was publicly critical of President Obama's authorizing U.S. action in Libya to help depose Mohamar Gadhafi, wanted to know Kerry's take on a president's authorizing military action without congressional approval. Kerry responded that, although he is a strong supporter of the War Powers Act, which requires the president to seek congressional authority to declare war, he also supports the right of a president to act in an emergency.

"I supported Ronald Reagan when he sent troops into Grenada. I supported George H.W. Bush when he sent troops into Panama. I supported President Clinton when, against the will of the Congress, he did what was needed to be done in Kosovo and Bosnia, so forth. And in this particular instance, I think the president behaved in that tradition," said Kerry.

Paul suggested Kerry is cherry-picking the Constitution. He pointedly asked Kerry to defend his anti-war stance in the 1970s against Richard Nixon's decision to bomb Cambodia, on the one hand, and President Obama's actions in Libya on the other. Kerry responded that the circumstances of the conflicts were different: Vietnam had been waging for years without Congressional approval, unlike the situation in Libya.

Paul was unmoved.

"Length of time, but similar circumstances: a bombing campaign unauthorized by Congress," he said. "See, the Constitution really doesn't give this kind of latitude to sometimes go to war and sometimes not go to war."

Kerry said he respected that position in theory, but in practice always requiring Congressional approval for every military action was not practical.

"You can be absolutist and apply it to every circumstance. The problem is, it just doesn't work in some instances," said Kerry. "When 10,000 people are about to be wiped out by a brutal dictator and you need to make a quick judgment about engagement, you certainly can't rely on a Congress that has proven itself unwilling to move after weeks and months."

The two men went on to spar over aid to Egypt, given Egyptian president Mohamed Morsi's comments from 2010 that have recently been made public calling Israelis "blood suckers" and "descendants of apes and pigs."

"Do you think it's wise to send them F-16s and Abrams tanks?" asked Paul.

Kerry called the comments "reprehensible" but again pointed to the fact that Egypt remains a critical lynchpin for a peaceful Middle East. The senator also pointed to the ways Morsi's administration has been helpful - supporting the peace agreement with Israel and working with the U.S. on security in the Sinai peninsula.

"This is always the complication in dealings in the international sector - not everything lends itself to a simple clarity, black/white, this/that every time," said Kerry.

Paul also pressed Kerry on whether he would support cutting Pakistan's aid if the country does not free Shakil Afridid, the Pakistani doctor serving 33 years in prison who was convicted of running a vaccine program in Abbottabad to help the U.S. obtain DNA from Osama bin Laden's relatives. Paul said Dr. Afridi's detention could act as a deterrent for future informants and that Pakistan, as an ally, should be cooperating.

Kerry again said that the relationship with Pakistan is complex, and pointed out the other ways the country has helped the U.S. in its war against terror.

"I intend to raise the issue of Dr. Afridi with them. I can promise you that," said Kerry. "But I am not going to recommend, nor do I think it is wise, for American policy to just cut our assistance. We need to build our relationship with the Pakistanis, not diminish it. "

Lightning linked to onset of headache, migraines

Jan. 24, 2013 ? University of Cincinnati (UC) researchers have found that lightning may affect the onset of headache and migraines.

These results, published in the Jan. 24, 2013 online edition of the journal Cephalalgia, are the first tying lightning to headache and could help chronic sufferers more efficiently anticipate headache and migraine arrival and begin preventive treatment immediately.

Geoffrey Martin, fourth-year medical student at UC, and his father Vincent Martin, MD, professor in the division of general internal medicine, UC Health physician and headache expert, led the study which showed that there was a 31 percent increased risk of headache and 28 percent increased risk of migraine for chronic headache sufferers on days lighting struck within 25 miles of study participant's homes.

In addition, new-onset headache and migraine increased by 24 percent and 23 percent in participants.

"Many studies show conflicting findings on how weather, including elements like barometric pressure and humidity, affect the onset of headaches," Geoffrey Martin says. "However, this study very clearly shows a correlation between lightning, associated meteorological factors and headaches."

Participants who fulfilled the criteria for International Headache Society-defined migraines were recruited from sites located in Ohio and Missouri and recorded their headache activity in a daily journal for three to six months.

During this time, the location where lightning struck within 25 miles of participant's homes as well as the magnitude and polarity of lightning current was recorded.

"We used mathematical models to determine if the lightning itself was the cause of the increased frequency of headaches or whether it could be attributed to other weather factors encountered with thunderstorms," says Vincent Martin. "Our results found a 19 percent increased risk for headaches on lightning days, even after accounting for these weather factors. This suggests that lightning has its own unique effect on headache."

He says that negatively charged lightning currents were also particularly associated with a higher chance of headache.

"There are a number of ways in which lightning might trigger headaches," he says. "Electromagnetic waves emitted from lightning could trigger headaches. In addition, lightning produces increases in air pollutants like ozone and can cause release of fungal spores that might lead to migraine."

"This study gives some insight into the tie between headaches or migraines, lightning and other meteorologic factors," says Geoffrey Martin. "However, the exact mechanisms through which lightning and/or its associated meteorologic factors trigger headache are unknown, although we do have speculations. Ultimately, the effect of weather on headache is complex, and future studies will be needed to define more precisely the role of lightning and thunderstorms on headache."

(AP) ? Exxon has once again surpassed Apple as the world's most valuable company after the iPhone and iPad maker saw its stock price falter.

Apple Inc.'s stock has been on the decline since the company's quarterly earnings report Wednesday suggested that its fast growth phase, rare for a company of its size, may be coming to an end.

Apple's stock fell 2.4 percent to close Friday at $439.88 for a market capitalization of $413 billion. That followed a 12 percent drop on Thursday, the biggest one-day percentage drop for the company since 2008.

Exxon Mobil Corp. gained 38 cents Friday to $91.73 for a market capitalization of $418 billion.

Apple first surpassed Exxon in the summer of 2011, displacing the oil company from a perch it had held since 2005. The two companies traded places through that fall, until Apple surpassed Exxon for good in early 2012 ? at least until Friday.

China's largest oil company, PetroChina, could lay claim to having hit a market capitalization even higher than either Exxon's or Apple's, but only based on prices on the Shanghai stock exchange, which is isolated from the rest of the financial world because of Chinese laws on foreign investment. PetroChina's shares also trade in Hong Kong and on the New York Stock Exchange. Based on prices there, its market capitalization never went as high as $500 billion.

Apple and Exxon are among only a half dozen U.S. companies to have ever reached $500 billion in market value. Apple and Microsoft Corp. are the only ones to have ever hit $600 billion.

Apple's stock price peaked in September at $705.07 on the day the iPhone 5 was released. Exxon, in the meantime, has been trading steady. Its business ? oil ? seems less prone to stock market ups and downs than the Cupertino, Calif.-based tech darling.

Exxon, which is based in Irving, Texas, set a record in 2008 for the highest quarterly earnings by any company. In the first nine months of 2012, Exxon earned nearly $35 billion, or 10 percent more than the same period in 2011, on revenue of $367 billion. Results for the fourth quarter are due Feb. 1.

Exxon, the biggest investor-owned energy company in the world, predicted in December that oil will continue to be the most important source of energy. That's because cars, trucks, airplanes, trains and ships will still depend heavily on oil-derived fuels such as gasoline and diesel.

This year, investors seem unforgiving with Apple, looking for perfection and punishing the stock for anything less. The company's stock price slipped below $500 for the first time last week, as investors saw signs that the iPhone 5 was falling behind competition from phones running Google's Android software, especially those from Samsung Electronics Co.

The latest quarterly report added to the concerns. Apple warned that its revenue growth, which had been running at a speed more reminiscent of promising startups than multi-national corporations, is slowing down considerably.

A big reason: It has been nearly three years since a new product has come from a company still seen as the embodiment of innovation. That last product, the iPad, came in 2010, when its CEO Steve Jobs was still alive. Some analysts question whether Apple can keep growing by just releasing new versions of its old products. The long-rumored Apple TV, is still just that, a rumor.
